Private Education Act/ EduTrust Certification Scheme

The Private Education Act in October 2009 saw the establishment of the Committee for Private Education (CPE) to ensure a balanced and holistic approach to regulating the private education sector under a new regulatory regime, promoting greater public and consumer awareness, and facilitating the development of the sector. This will benefit local and international students and raise standards in private education sector by providing greater choices for private students.

The new regulatory regime consists of a mandatory enhanced registration and a voluntary EduTrust Certification Scheme. The Enhanced Registration Framework (ERF) raises the standards in the industry and the EduTrust Certification Scheme, which is required for PEIs to recruit international students, enables the PEIs to level up and set higher standards. CPE will oversee both the ERF and EduTrust Certification Schemes.

Under the EduTrust Certification Scheme, private education providers must adopt a Fee Protection Scheme with the CPE-appointed service providers and provide medical insurance coverage for hospitalisation and related medical treatment throughout the entire course duration.

EduTrust Standard Student Contract

All students are to sign a Standard Student Contract. This Edutrust-Approved Student Contract is a legally binding contract between Victoria World Academy and its students.

All students must sign a contract for any course longer than two months in duration. Before signing the contract, the student should read through the Advisory Note to Students and ensure that the following information has been included and is accurate:

  • The duration of the course, and whether it is offered or provided on a full-time and part-time
  • basis;
  • The commencement date and end date of the course;
  • The scheduled holidays, if any;
  • The dates of all examinations, major assessments and assignments;
  • The expected date of release of the results of the final examination;
  • The name of the organization or institution awarding / conferring the certificate;
  • The components of all fees payable by the student;
  • The fee collection schedule, including any late fee payment policy; and
  • The fee refund policy.

There should not be any clause in the Private Education Institution-Student Contract which would allow the Private Education Institute to make unilateral changes to the terms and conditions, or enable them to collect fees from students who have withdrawn from the course for the semesters or modules of the course which have not yet commenced.

Fee Protection Scheme (FPS)

Victoria World Academy has in place a Fee Protection Scheme as stipulated by the Committee for Private Education (CPE) by way of an insurance scheme to provide full protection to all fees paid by our students. Under the insurance scheme, students who have paid the fees for their courses will have a policy purchased with any one of the Committee for Private Education FPS service provider.

Medical Insurance Scheme

Victoria World Academy has in place a medical insurance scheme for all its students as required by CPE under EduTrust certification scheme.

This medical insurance scheme shall minimally provide for an annual coverage limit of not less than S$30,000 per student, in C/ B2/ B1ward in government and restructured hospitals and 24 hours coverage in Singapore and overseas (if student is involved in school-related activities) throughout the course duration.

Our appointed medical insurance provider is Liberty Insurance Pte Ltd.

Confidentiality of Student Data

Victoria World Academy is committed to maintaining the confidentiality of the Student’s personal information and undertakes not to divulge any of the Student’s personal information to any third party without the prior written consent of the student.
